
Who We Are
The US-China Education Trust (USCET), a program of the F.Y. Chang Foundation, is a 501(c)(3) non-profit organization based in Washington, D.C., dedicated to advancing US-China relations through education and exchange for next generation leaders.
Founded in 1998, USCET brings together students, scholars, and policymakers to deepen US knowledge of China, strengthen Chinese understanding of the United States, and center the voices of individuals who make up the bilateral relationship.
F.Y. Chang Foundation
USCET is a program of the F.Y. Chang Foundation, which was founded in 1988 to honor F.Y. Chang — the first Chinese graduate of Harvard Law School and a pioneering Boxer Indemnity Scholar. For decades, it has advanced U.S.–China educational exchange in Chinese law, supporting over 60 scholars who now serve as leading judges, lawyers, and legal experts. Chang’s distinguished career spanned diplomacy, university leadership, and key roles in restoring China’s tariff autonomy.
His legacy continues through the annual F.Y. Chang Lecture, co-sponsored by Harvard, Peking University, and Tsinghua University.


USCET Receives Ford and Henry Luce Foundation Grants
USCET, a longtime leader in educational programs and exchanges that promote understanding between the people of the United States and China, has received two major grants to support its core work and expansion into new areas.
